Controversy Ignites Among Irish Senators Over Gambling Regulation Bill

The Gambling Regulation Bill 2022 in Ireland has ignited a heated debate among senators in the Oireachtas, with discussions revolving around both support and concern over the proposed legislation. The bill aims to modernize and regulate the fast-evolving gambling industry, tackling issues such as gambling advertisements and protecting vulnerable groups like minors.

During sessions in Dáil Éireann, senators examined various amendments to the bill, with Amendment 53 standing out for providing the regulator with increased resources for researching online gambling trends and technologies. The importance of staying ahead of the curve in an increasingly digital industry was a central theme in the debates.

One of the most controversial aspects of the bill is the proposed ban on gambling advertisements between 5:30 a.m. and 9 p.m. This measure is aimed at shielding children and vulnerable individuals from exposure to gambling content. Senator Tim Lombard shared his personal experience of hearing a gambling ad shortly after turning on Spotify in the car with his children.

Despite opposition from horseracing channels like Racing TV and Sky Sports Racing, who argue for the link between racing and betting, the ban on gambling advertisements has faced stiff opposition. Senator Shane Cassells urged the industry to diversify its revenue streams and reduce reliance on gambling, emphasizing the need for stricter regulations to address the growing societal issue of gambling addiction.

In response to lobbying efforts by the gambling industry, Cassells called for action to protect society’s youth, criticizing members of the Oireachtas who have advocated for the industry’s interests. Many senators echoed the sentiment, recognizing the need to regulate an industry that has evolved beyond traditional betting and highlighting the importance of addressing emerging trends like loot boxes in video games that have links to gambling targeted at younger audiences.

Senator Alice-Mary Higgins emphasized the proactive stance the new gambling regulator must take against these new forms of gambling, stressing the need for protective measures for vulnerable groups in society.
“We need to make sure something is done to protect our youth in society. And what’s there at the moment isn’t good enough,” said one concerned senator.
